Liminal Spaces in Local Governance
This talk provides a critical analysis of changes in governance, management and leadership based on the speakers first hand work from drafting Services for All for the Australian Local Government Association in 1999 to the Award as a Laureate for lifetime work by the Mayor of Mexico City in October 2025 and the United Cities and Local Governments (UCLG). (UCLG is the largest global network of local and regional governments, representing over 240,000 municipalities and regions worldwide and advocating for democratic local governance and sustainable development).
An unhyphenated IndoAustralian - was the former Vice President of Executive Board; President Asia Pacific Alliance; & Chairperson, Cross Cultural Task Force – International Council of Museums, Paris. He a 40-year record in both Global South & North on Indigenous driven affirmative action programmes, Cultural Policies, Creativity, Urbanism, Intangible Heritage, World Heritage, Intercultural Dialogue, Heritage Tourism and SDGs. He held full professorial positions at the Australian National University & the University of Queensland in Australia; the University of Split in Croatia; School of Planning and Architecture, Vijayawada & Kalinga Institute of Social sciences/Kalinga Institute of Industrial Technology, Bhubaneshwar, India.
